Since Ryanair switched to 100% digital boarding pass in November 2025, their website lists that should a passenger have no smartphone, they will issue a paper boarding pass at the airport as long as the passenger checked in online.
Is this rule effectively applied or do they in practice make a fuss? Should I expect problems?

Ryanair states:
Q: Will you still have check-in desks at airports?
A: Yes, we will have check-in and ticket desks at all airports.
Q: Will you still charge a boarding pass re-issue fee?
A: Thanks to Digital Boarding Pass, boarding pass re-issue fees will disappear as long as you have checked-in online prior to arriving at the airport.
For the first bullet, I am sure they have them, since they need someone to collect the charges for exceeding luggage. So, technically there is someone who can print your boarding pass at the airport. Note that getting the boarding pass printed without having checked in online will result in an additional charge of 55 pounds.
